Agreed NCA shift pay changes

The announcement by the NCA of both an uplift in 24/7 shift pay to a 30% consolidated allowance and the introduction of a separate 20% ‘unsociable hours’ allowance is a successful outcome of a period of intense engagement between the NCA and it’s Trade Unions. With all parties needing to be pragmatic and make concessions to secure the pay increases.
In July the NCARBB reported: the additional proposals we received from the NCA very late in the round regarding changes to its Shift Allowance. We understand from the Agency that these are critical operationally to the NCA and that they are affordable within the pay envelope. We observe that the NCOA and PCS have this year, and in previous years, put forward proposals for changes to the Shift Allowance which bear some similarities to the NCA’s proposal. We are also conscious that the NCOA has told us that it supports the proposals. However, we note that the PCS has not had an opportunity to consider the implications for individual officers given the timing of the NCA’s proposal.
Having been provided with information on potential shift pay changes in May 2025, it was disappointing that PCS Officials came to the most recent engagement meetings ill-prepared. Unfortunately, the shift pay uplifts are not aligned with the 2025/26 pay award.
There will now be a period of collaborative working between officers and managers to formulate shift rota changes that are part of the pay change agreement.
