NCA Hybrid Working

27/05/2026

Dear Members,

Yesterday’s announcement in the ExCo minutes about changes to the hybrid working position, including an increase in minimum workplace attendance to 60%, will concern many NCOA members.

Further information provided to senior leaders makes clear that any changes will not take effect before 2027, and only after formal consultation with the trade unions on HR02 OP17 Hybrid Working has been completed. The NCOA has been clear with the NCA that it considers any change in the agency’s position on hybrid working to be premature, particularly as the move to Endeavour Square has not yet been completed.

Many NCA officers face long commutes to Stratford and rely on informal arrangements that reduce their office attendance. Members have also raised concerns that some sites  lack the capacity to accommodate higher attendance levels. After a long journey, they need confidence that a suitable workspace will be available.

During the formal consultation process, we will scrutinise the NCA’s proposals to ensure that any changes are fair, justified, and non-discriminatory.

I will update members again as soon as more information becomes available.

Regards,

Steve Bond, NCOA General Secretary
